Did you pay £100 of the bill by credit card? If not you need an expert opinion by a RICS surveyor. Search their website dor someone local to provide you with their opinion, you will have to pay, but can then sue for the cost of repair plus that fee -
I fitted some on some floating homes. They seem as good as anything else. Good availability in numerous builders merchants gives assurance its decent.

You could rejig the airing cupboard position and entrance doors to bedroom 1 and bathroom to make the long dark corridor half the length. Would it work with the bathrooms an en-suites at the front? Then alot of services would be in the same area, upstairs and downstairs -

There is approx 0.12l of water in a metre of ufh pipe. You have 704m + 349m So 84.48 + 41.88 = 126.36l of water in your ufh add to which you have 3 towel rails

Looks like a lot of money being spent on steels! Not a lot of grouping of bathrooms to reduce the number of soil pipes, distance of pipe tuns etc Not much you can do about it now, you are already committed -

I think that if the whole garden is on a constant slope, you could just work with the slope and build it off the existing slabs, so long as they are flat, rather than level

I was down in Cornwall last week and the little cafe in Kynance cove has Solar tiles instead of panels & tiles etc -
Cyclists are not permitted to ride on footpaths unless there is a specific order allowing them to do so e.g. cycle lane. I do not believe that it is a highway. I would try and establish whether cycles are permitted to use it and then appeal
