Planning decisions and extension of time agreements (also CIL/s106)

To meet government targets. They are meant to process as many as possible within 8 weeks but they don't have to count those where the applicant has agreed a delay or longer time period. My local authority sends out a letter stating that they will assume you have agreed an extension unless they hear from you. As I recall the time period stated in the letter I got was vague. One option would be to find out how long similar applications are taking and subtract a few weeks or perhaps offer to extend to 16 weeks. However if you agree a delay beware of the timescales/window for an appeal may not be delayed. In other words if they delay long enough you can loose the right to appeal for non-determination. So if you agree a delay I would reserve the right to appeal for non-determination. -
Planning and Building control are separate issues... Planning: Once you have planning permission it can only be changed in very exceptional circumstances and in some of those the planners have to pay compensation. This isn't one of those situations. The planners have no mechanism to change your existing approval but the issue could be raised should you make a revised application or a new application. For example if you needed planning permission for the garage then the fire brigade could object then. If you don't need planning approval to build the garage then they have no opportunity to object on those grounds. That's why its important to know if you can build the garage under permitted development rules (which are complicated if its near the plot boundary). Building Control: The BCOs job is to ensure your house meets the Building Regulations. It sounds like he noticed you couldn't comply with Part B and contacted the fire department to see if they would give him an excuse to bend the rules in your favour. As it happens they said no. So you will have to come up with some solution. In my case we discovered a window was too small. The BCO allowed us to keep the small window on the proviso that we improved the fire rating of the door to that room. Eg he bent the rules for us. If you provided a turning circle now that would keep the BCO happy but it might cause problems later when you need him back to approve the garage and he finds your house no longer complies. . Th

We have a 25mm supply to the house which works but we see some interaction between outlets and I would fit 32mm if building again. This interaction is not due to pipes within the house. If you fit 32mm pipe you can still fit a 25mm meter so no extra charges. We are in an area prone to burst water mains. Its burst three or four times in 10 years. Each time I get the impression Anglian Water turn the pressure down a bit to try and prevent it happening again.

I typically buy 4W or 5W LED downlights each providing around 400 to 450 Lumens which I consider equivalent to a 240v 50W halogen downlight (note that 240v 50w halogen down lights arent as bright as 12V 50W halogen downlights so you need them closer together). I have five 7W POE IP cameras on one hub so I'd say yes its easily possible to run four 4w or 5w LEDs on a good hub.

I was in pre-spp for over a year. At one point we struggled to get anything from them for weeks. Eventually found out the conservation officer had quit and we had to wait for them to recruit another one. That took another month and she was immediately overloaded with work.

If PP is already granted they can't now add a condition requiring you to retain the turning circle. So I would offer that and worry about the garage later.

Personally I would never go on a show. A former boss once invited a journalist to follow my team around as we designed an electronic product. Was meant to be a serious article and the journalist seemed fine, but in the published article they twisted everything to make it seem like there were loads of problems and wrote about nonexistent personality clashes and arguments. Was given a headline similar to "Five go mad in...". Total stitch up. Boss later apologised to the team and took us all out for a meal. Grand Designs isn't too bad but you might find yourself on the self build equivalent of Jeremy Kyle. Be prepared for the producer to be really nice during recording but the editor then twist things any way the want to make the story more interesting. Minor problem you have with the builder or trade might get blown out of all proportion. You might find yourself portrayed as being fussy/stupid/skinflint/unreasonable etc and they will run the clip three or four times during the programme. If it's not you then they may pick on your builder or his team making them less willing to help with snagging or maintenance. Be warned.

Typically you will have to fill out forms requesting a quote for each service. They will usually want two or three copies of your site plan. One of these will be returned to you marked up with where the company plans to put your meter and the route to the main. Think about this before you send off the drawings. Do you really want the ugly electric meter cabinet on the front of the house? Do you want the ugly consumer unit in the hall above the front door? These are their default locations. Perhaps you have a cupboard against an outside wall you could hide it in? If so mark up one of the drawings to show where you want the meter cabinet to go and mention it in covering letter. Make sure that copy of the drawing is marked with a post it note or similar. The main rules on location are... They prefer not needing a key to get to the meter so think about plans for side gates? Its usually best to put the meter cabinet near the consumer unit but not essential. Likewise if you want a temporary site supply work out where you need it. Despite doing all this they still sent us a drawing showing the meter cabinet on the front of our house. However since we were responsible for installing the cabinet and duct we just put it where we wanted and they never said a word when they came to connect us.

What have you asked the ground works company to do? Is it just a site survey or are they digging holes and doing a ground condition report, percolation test or ? I'm wondering if they told the HMRC they are doing a site survey and the man at HMRC assumed it was just a survey? Architects, surveyors and planning consultants have to charge at standard rate and can't be reclaimed.

Adam - Do you have planning permission yet? My understanding is that you can only reclaim VAT on things that relate to a building that lawfully qualifies for zero rating. So until you get PP for a building that qualifies for zero rating you may not be able to reclaim or get anything zero rated for VAT. This principle has been upheld in cases where the planned use of the building changed half way through construction. For example someone half way through building a large extension got their PP amended so that it could be sold off as a separate dwelling. That meant it went from not qualifying to qualifying for zero rating. HRMC only allowed the VAT reclaim on goods purchased after the PP was changed. If you have planning permission for a dwelling then yes I agree with others. It should be zero rated.

I dissagree. Someone tried to make that point to Mark Carney (head of the bank of England) when he went before the Brexit select committee (on the 4th December i think). He pointed out that most of claims made by the BoE have indeed come true. Back in May he pointed out that the economy was already following the path predicted and GDP had shrunk by £40bn. Foreign investment in the UK is down 90%.

Story in today's Times reports someone bought a new house off plan in 2004 but the house wasn't built until 2010. They moved in and sold it two years later. HMRC has hit them for CGT on the gain during the 6 years when it wasn't and couldn't be their PPR because it hadn't been built yet. Any self builder taking a long time to finish their house and move in could also be liable.

What others have said. You could probably get an application rejected just by stapling two documents together so they only count one! I'd put each of the required documents (and the cheque) in a separate numbered plastic sleeve and include a document list in the covering letter.
