They should charge you 5% VAT on both labour and materials and you reclaim it at the end of the build with everything else. Best ask them to requote at 5% before they start work. I assume its a conversion, not mixed use, and not a house that's been empty for 2 or 10 years. If they have a problem refer to VAT708 para 7.1.1 (which states 5% on conversions) and 11.2 (VAT rate on goods incorporated should be at same rate as labour). It may help to give them a "certificate" which is basically a letter you write confirming that the work is 5% rated because its the conversion of a non residential building to a residential building. Include site address znd any planning reference number. I think officially they are only needed for work on charity buildings but they have been known to convince unsure tradesmen. Think there is/was a template in VAT708.

Normally a wall or fence over 2m needs planning permission. So in theory the planners probably could issue enforcement proceedings. However the neighbour could then apply for planning permission and appeal it if its refused. The planners may feel that there is a good chance it would be approved at appeal. In which case it would be a waste of time and money to start down this route. Planners are generally very busy and have minimal budgets. Appeals also cost them time and money so they invariably only go after serious planning breaches. In general third parties have no right to appeal a planning decision and I suspect they haven't actually made a formal decision anyway. Saws can be a problem. They wobble about and jam in the cut. The key to using a saw is to start with a good workbench so the wood you are cutting can't move about, not even the slightest.

Sandpaper and paint are the worst. You pick up a sheet fully expecting that a few strokes will remove a bit of paint and it just smiles at you and refuses to do anything more than lightly scratch the surface. The paint remains firmly attached. Then when you want paint to remain stuck it blisters and bubbles up, let's in water and allows your windows to rot.

I once had a house with storage heaters that were made about 1995. They leaked too much heat. In the spring and autumn you needed to put heat into them "just in case" it was going to be cold next day. If it wasn't as cold as you expected the room would overheat even with them shut off. Ended up ripping them out and fitting gas boiler and rads.

Perhaps try a fine brass wire brush on the pencil marks? Not a steel one.

+1 bring them out under the eaves/overhang or through wall if you can.

In my experience if you buy wood that has warped in store it will keep warping. Best trick I've found is to run it through the table saw and glue the bits with the curve back to back. Not ideal though.

+1 It's only really food storage cupboards, fridges and freezers that should not have wet UFH underneath.
