  10. check if there are utilities running through the plot. if its sewer or fibre it may well make the build unviable as the cost to divert can be immense.

The build has not been completed hence you don't have a 'completion cert' It would be chaos otherwise, mortgages are offered on a house that has been completed in law, not a shell which is semi finished. The building regs list everything, in detail, which have to be complied with in order for it to be signed off as complete.   16. its not really vague at all. Its a building site until you have a completion cert. You cannot get a completion cert if you do not have all the other signoffs in place.

  18. just to add if the pole is on your land just screw the meter box to it. Also its cheaper to have them leave the right amount of cable to reach the final meter position that was you can move it easily at no extra cost.
