The chair will ask if they want to comment as the local representative so you need to know if they are going to shoot you down and be prepared for it. Remember ONLY planning policy is relevant. Personally if there is a remote chance of rejection id be employing a planning specialist to present on my behalf. you really need to get some insulation into the reveals, chopping out the inside skin 100mm or so and putting celtox or similar both sides and below the cill. You can make up a ply box to fix over the top into which you can fit the new window. very easy to make it airtight using this approach.

could a standard spilt system internal unit be plumbed to a normal ASHP running in reverse so you have have mvhr cooling, ufh cooling and a blower or 2 as well ?

excuse my ignorance, can a buffer tank also have an immersion to blast it up to say 70c when cheap/free electric is available ? Do they come with a a mixer to drop the temp of delivered hot water to whatever the ufh is set at ?
