Check out the British Gypsum White Book before you do anything. You can’t just clad structural steel in plasterboard unless you follow the manufacturer’s installation instructions. https://www.british-gypsum.com/specification/white-book-specification-selector. For houses you will need 30 minutes fire resistance for all elements of structure except for a party/separating wall between dwellings which should be 60 minutes.

As George says anything is possible if you have the budget. Don’t forget that moving the kitchen will also have implications for services and drainage. -
Sound resistance is not required to a wall with a door in it.

A lot of Lidl stores are being built now with glulam frames.

Highly likely that a frame of some sort will be required. Steel or glulam. External cavity blockwork is probably the best for a hall of this type. If you need some design help let me know.

Many manufacturers will have a list of approved installers who they train and vett at regular intervals.

Fire resistance and spread of flame will apply. Generally speaking if you are 2m or more you can have 5.6m2 of unprotected area. Check out your AD B. Don’t forget you may have a notional boundary between your house and garage which will affect the amount of unprotected area. Also move the drop from your patio to your garden more than 3.0m from the house and you should be grand in relation to guarding. Guarding required 600mm or more not 300mm. Check with your local BCO - this is relevant in my jurisdiction but your AD may be more onerous.

I was under the impression that a warm roof was one where the insulation was totally above the roof not between the rafters. Is this incorrect? -

Point taken thank you. However, the scenario I am thinking about is where an agent - architect or technician - submits a Full Plans BC application for an assessment. This is then assessed and where the submission does not comply with the Building Regulations a list of points or snags is sent out to the agent and to the client. This process of submission and rejection continues until the drawings submitted comply with the Building Regulations. This process can take months to complete and if the application does not have Plan Approval the work on site is at risk. What I am asking is if there was a someone to review the drawings before the application is made would this process be much shorter? Thanks for the feedback.

Do Forum members who regularly produce Building Regulation submission drawings to local councils feel that there is a need for a third party to audit the drawings before submission in order to reduce or avoid the number of points on a snag list produced by Building Control surveyors when they assess drawings? I’m thinking of a third party who looks over your drawing before you submit to make sure they comply with the Building Regulations. A pre-submission assessment as it were?

No. Check out the Visqueen detail. The DPM/radon barrier are above the slab with all joints to DPCs overlapped and taped. FYI don't fill up to the underside of block and beam floor. The reinforcement doesn't have enough cover. Example below. Contact Visqueen and they will do you a site specific detail for your build.
