Maybe they forget that heat is the old word for energy and when you get down to the quantum level (parts of atoms, so very tiny distances and sizes), a photon is just a packet of energy and can easily knock at electron free from a molecule, what plants to all the time (how they convert CO2 and H2O to C, H, CO, HO, complex CH molecules as well as all the other elements that are in the plant). So what is probably happening is that a loosely bound (hot) water molecule is split into hydrogen and oxygen by the energy in a photon (photons have different energies/intensities) and evaporates as separate atoms. It is almost the opposite of how we get to almost absolute zero by adding in photons (energy) of laser created light. When cooling, the trick is to stop the atoms vibrating by hitting them with a equal and opposite amount of energy. Works well, they they are down to the past picokelvin. Worth noting that temperature is the mean free path speed of the atom or molecule. Some will be faster (hotter) and some will be slower (colder). If you can knock the faster ones away, you actually lower the remaining average speed (temperature) of the sample. This is what Maxwell thought up with his Daemon while thinking about thermodynamics. (I miss studying thermodynamics, it is the basis of traditional physics, only ruined by all this quantum malarkey.

As @Bramco says. It is probably more to do with sensing and reporting which way currents are flowing, and when, and the ability to react to it.

Really. Use an electric element to heat a stone, that then radiates heat, then dress it up with words that have little meaning. A basic wall hung panel heater is really all you need. They heat the air by convection.

Not easily, but it may be that our (UK) high windspeed are from the south west, which is a more humid wind because it is warmer (close to mean sea surface temperature). That will increase the dew point temperature, so may cause frosting to happen more often. There is also the point that when windspeed increases, there are more thermal losses from a building, though these are generally offset but the high outside air temperatures and greater cloud cover which increases night time temperatures. It may be possible to position an ASHP so that the air outlet faces directly into the wind, this could overpower the airflow caused by the blower. But even this is highly unlikely as windspeed close to the ground is very low (why it is measured at 10m). If high wind speeds were a real problem, none of the ASHPs in coastal areas would be working, so I suspect that it may be one of those ridiculous statements that pops up every now and again.

I think you are just after a low power panel heater. They are basically just a heating element in a metal box that hangs in a wall. Get one with just a thermostat and then they are basically just on or off. Only thing is, how is your electrical supply? They used to be very small and limited in France (12 kW I seem to remember). But Paris is more developed than Toulon, near to where I lived.

I have never heard of an 'inertia heater'. I suppose my storage heaters have inertia, in a way. Infra-red seems to be only favoured by people that hate science and have already convinced themselves that they are the bees knees. If they were so fantastic, why are so few fitted.
