Why on earth are you building the sub-floor in cavity? Build it in solid blockwork to the underside of the slab. Use a stepped DPC no need for a 225mm gutter. -
Then you need doors.

Doors in a two storey dwelling do not need self closers except a door between a garage and the dwelling. The doors from the kitchen to the hall can stay open 24/7 365 days of the year - they only have to exist.

The rational for the doors is straight forward - they are there so that the bedrooms upstairs are not accessed through the kitchen. If the doors were not there the whole hallway, the staircase and the kitchen would be considered as a single space. Alternatively look at sliding doors or a Automist system. BC may allow you to install an Automist system in lieu of separating the kitchen from the staircase. I presume you have EEWs in all bedrooms on the first floor? and that this is only a two storey dwelling? Anything else and the requirements for means of escape get more onerous. For what its worth I think you are flogging a dead horse. The wayleave is there so that if anything goes wrong with the pipe the authority responsible for the maintenance can get to the pipe with relative ease without having to knock down your extension. I appreciate you own the land but your home was sold to you with this condition attached. In answer to moving the pipe - again flog that dead horse. You'll need a shit ton of cash, a shed load of time and a miracle. Convert your roof space - it will be cheaper or put an extension onto the back of the house.

Can I just say that where I am a Completion Inspection is a comprehensive inspection of the complete building - dwelling - and inspectors do go into the roof space and do check insulation, lateral restraint straps and roof ventilation - and if necessary thermal image cameras and borescopes are readily available to help with any contentious inspection. The insulation in the walls and floor is also inspected at certain stages and all inspections are logged for future reference. Where - for example during Covid - some inspections were prohibited inspections via Zoom were carried out and photographic and video evidence submitted and logged against the application. -

For a two-storey house - no. Just emergency egress windows and a smoke alarm within 3.0m of a bedroom door. -

I’m trying to find out where in the legislation it says that in a development a BCO need only inspect a sample of the houses built. I’m not in your jurisdiction so I do not know. Where I am we inspect all works at completion. There is no sampling for completions - that I am aware of. -

Do you know where in the regulations it says that only a proportion of houses in a development need to be inspected for a completion? Where I am we inspect all works for a completion. We do have approval type for air tests and sound tests but not completions.
