Firstly - if you own ANY part of the land your neighbour proposes to cross they will need YOUR consent irrespective of what the planners have granted. Secondly - I have a feeling that your neighbour might have included part of your land within his red line which the planners have now granted approval for. You need to get hold of the planning site plan and location map and see where your neighbour’s red line is and how the access has been designed.

There is - it is very contemporary and simple.

Use the garage as a base and build up to create the second floor. If you don't want a new postal number then it will be an extension rather than a granny flat. The planners may query the use and might worry that you are creating a separate dwelling but if you explain that it is an extension to your home with a connecting door to house a family member independently they should be OK. It can get messy if they think you are trying to create another dwelling.

The building (I am presuming) was exempt and therefore did not need an application or inspections carried out. Now that you are converting it it is no longer exempt and the regulations apply to it. Therefore your BCO should be looking for structural information for the foundations and the super structure.
