Hah! Have seen this happen before, the danger of only giving a brickie the plan drawing and not the elevation for the window on a stair turn/landing...

There is probably a site manager somewhere scratching his head trying to work out why they have run out of small windows.

I helped wire an office block once and after fitting all the face plates we had a few floors with one light switch left over. Turns out the plasterers had just plastered over the metal back boxes on those floors. I suggested we use a pipe locator to find them but the electrician I was working for said a hammer and nail worked better. You just hammer it into the plaster until you hit a metal back box then call the plasterers back to fix all the holes ?

What is the point or purpose of the window? Wouldn’t it have been better to just not have

See the post by @the_r_sole

The thinking is they only intended the window on the landing/first floor.

But it’s obscured glazed and is in very close proximity to the neighbouring flank wall so offers little, if any light!?! Just seems a little pointless.

It would have to be a fireproof window wouldn't it being that close to the neighbour?

It would depend on where the boundary line is. If the access shown belongs to the house on the right, then it looks like the neighbouring house is 1m away!?! If so, you can generally have as many windows and openings as you like (under BR’s of course). Any window within 1m would need to be made fire resisting and have no openings so permanently fixed shut. Although those latter requirements may have already been set by Planning anyway.
