You’re not comparing like with like when looking at what is happening in the other rooms. There are several variables at play here including: 1. the windows are different (and potentially better) 2. the orientation of the windows may be different 3. there is no heating in the room currently 4. Wales is cold and damp currently 5. You live next to a stream and you’ve said that the area is damp several times (see one of your quotes below) “the most pressing issue here: the area is -extremely- damp, I mean you get your (dry) post & it feels limp/ moisture laden. Constantly (bar this weird summer). Clothes always feel never quite dry.. you just get used to it, affected my lungs to begin with, but it is extreme. My Howden's back door -mdf clad in 1mm veneer, then coated copiously by me- bowed in a few months“ No one can tell you whether when you heat the room the condensation will reduce, but no one is surprised that it is happening either. You’ll need to wait and see but given where you live you are where you are, quite literally.

I would ring the council tax dept at the council and ask. They must know the process surely? Most people seem to have the opposite issue, ie keeping the council tax folk from enforcing council tax before the house is habitable so your issue is fairly unique. I didn’t push for mine to happen but as soon as I asked the building inspector to come and check how near we were to being able to get the completion certificate a council tax banding letter magically appeared. Personally I would write to the CIL folk at the council and explain that you are having difficulty getting the council to give you a banding which is required to satisfy the CIL exemption. At least you will have informed them that there is a process issue there. -

What's the deal with a garden room / studio that you are living in during the build WRT council tax? I know you pay band A on statics but am not sure about other structures. If you have to pay council tax if there aren't any 'fixed' kitchen / bathroom facilities that make it a standalone dwelling indefinitely can you remove any temporary facilities and return it to use as a standard garden room council tax free post the build?

They pick one that they know is way above what your neighbours are paying and leave you to appeal if you want it altered! -
Ignore it. I would say that's a fairly standard clause to get people to cough up promptly. He won't be able to force you to pay extra unless he takes court action and I'm certain he won't go ahead with that for the sake of 3 days!

You have 6 months from the date of the completion certificate to send the CIL form so you do have a bit of time. Do you have a self build mortgage or a warranty because the only other proof you can send out of that set of 3 is the approved VAT claim form and you are completely dependent on HMRC where that is concerned. -

We moved in (pre completion certificate) but council did not do the council tax visit until much later. They came, sent us a banding letter (which in hindsight I wish I had appealed) and said ok now we will send you a council tax bill from next month. No backdating and I’m not sure how they could have decided when the house was considered habitable for council tax purposes. If it had been backdated I would have been annoyed but I probably would have paid up. -
You may inadvertently affect the VAT claim if you do that. HMRC check the validity of the PP when you apply for the reclaim and personally I wouldn’t want to risk that coming under challenge. If the PP was only valid from a new date they may object to invoices being from before that date. You just never know with HMRC so better not to rattle that particular cage IMO.

Oh dear, I’m really sorry. I’m afraid there is no humanity at all in any of these schemes. There are a number of threads containing warnings to follow the exemption process to the letter within this forum but sadly it seems that you only just found us. The process did change on 1st September 2019 to implement a surcharge instead of losing the exemption completely and it’s still an expensive mistake but not quite as bad as losing the full exemption. Can you go back and ask that they double check the incoming post records to confirm that they didn’t receive your form as you sent it on XX date? Might be grasping at straws but it’s worth a shot. Again, I’m really sorry.

I don't think Aldi stuff is generally the best but I do like their 3 year warranty on most electrical things. I have something from Aldi that I bought having bought 3 others (different makes) that only had a 1 year warranty and they went wrong in year 2 so I bought an Aldi one last time thinking I could get the money back when it went wrong within 3 years. Of course I'm well into the 3rd year and the thing is still going strong! . -

Reviews on the Aldi site are either very positive or very negative. Not much in between! -
Death of the CIL liable person is in the legislation but where liability is due, not after an exemption is granted. The way the legislation is written you would lose the right to the exemption I believe unless the council adopts a more compassionate approach but that's never guaranteed. You could possibly request "Discretionary relief for exceptional circumstances" here:
