Steca used to do a system 2kW system that you can add extra 2 kW slave units to. And they kicked in at a low voltage, 80V I think. You may be able to do things with micro inverters as well.

What are you measuring mass flow rate against? A dial position, a linear scale, a numerical display, or the power to run the fan? I think the power is the cube root of the mass flow rate.
