Please, whatever you decide, do your Due Diligence on the contractors. We are just interested - helpful, hopefully - amateurs. I hate to quote corporate slogans : do it right (Wickes). A temporary fix just puts you in a bind when the seller points the temporary fix out, and gets quotes to do the job properly, and makes an offer that reflects the cost. Meanwhile you have lost the house that you wanted to buy.... and you are crying into your pint of foaming liquid.

We solved that issue with a small electric mat - £50, trickle of warmth every now and then . Very cheap, hassle-free.

Just a thought. Will you need UFH upstairs? I ask because I have read other threads where more experienced SBs have decided against - UFH upstairs might well be unnecessary ?

No. Not without ventilation or vapour barrier of some sort. Here's a link to a sensibly written explanation of the differences between warm and flat roofs. There's huge variation in the price, quality, finish and design of it, I think. If you have it in stock, the £300 appears excessive too.
