Is this safe?

This is my heating system and it’s in an area accessible to my kids in my new home. Is this safe? Or should I get the developer back to fix it?

That is not safe, as clearly no or bad mechanical strain relief and exposed wiring that isn't meant to be seen or accessible.  Live mains voltage might only be a screwdriver or paperclip jab away.

 

This may be indicative of other sloppiness and poor H&S and compliance.

But it is also oh so simple to put right, I would not even trouble the developer.

 

Turn off the power to the boiler, unscrew the outer cap, push the cable further in so the sheath is completely inside and put the cover back on and tighten it.

 

Check there is a rubber bush in there somewhere, that is what compresses to clamp it in place.

I agree with @DamonHD.  It is not for the average resident to attempt, and very sloppy. And they should check all work by that operative, who doesn't appear to be competent.

While I'd happily carry out a simple fix, I'd want to bring this to the attention of the developer anyway as it's sloppy, dangerous and unlikely to be the only example.

 

The live and neutral visible at the back should have their outer sheath on too outside the fitting shouldn't they?

Didn't spot those.  Definitely lots of shoddy work.

Also, if that is a gas boiler, the boiler may be designed to have a gas tight seal around cable entries, which is likely not in place as is.
