This must be a Billing error, I saw the same promotion £25.00 / 6 months.

After a long chat with Grok it seems the monthly cost of the Residential 100 subscription is increasing to £40 in the UK. It also told me how to see my billing preview for the the next month, which at the moment, is still £23. Grok indicated that the preview might change, but that the email was probably sent in error as the price was in dollars. I'll wait and see.
