Lighting condition

My aim today is to try and create a report to discharge the condition below.

"No external lighting shall be installed on site until details of any lighting have been submitted to and approved in writing by the Local Planning Authority. The equipment shall be installed before the development is first occupied/use commences and shall thereafter be operated and maintained in accordance with the approved scheme. REASON: Details are required prior to any lighting being installed because insufficient information has been submitted with the application in this regard, in the interests of the visual amenities of the area, in accordance with Policies EM1, EM10 and EM12 of the Basingstoke and Deane Local Plan 2011-2029."

 

I am conscious that as we are in an AONB, any proposed lighting needs to be < 3000k and be directed downwards.   I am concerned about fitting PIR lighting as I don't want it coming on when animals are in the vicinity.  The only reason I thought about PIR was for when you arrive home late and it's dark, or you are going out and want the lights on until you get in your car.   

Are there wireless options for a key fob or a smart phone app that you can use.  This would be ideal and you could then turn the outside lights on remotely and therefore negate having PIR sensors.

Just decide what lighting you want.  Don't skimp, because you can't add more later, so make sure you have chosen enough lighting.  Then submit a site plan showing what lights are going where and send details of make and model etc.

 

Better to choose too many lights now and not use them all than wish you had more.  The worst that can happen is they say too many and you have to try again with fewer.

If they say you have too many and you have to remove some of them.  Does that mean you have to resubmit to discharge the condition, or is it merely a negotiation process between you and the planning department?

Fill out your form showing minimal lighting, get the condition signed off. 
install all first fix wiring to all the places you actually want lighting, second fix minimal lighting as per approved plans, get house signed off. 
get electrician back and fit the lights you wanted. 
 

if I complied with everything I’m supposed to on my site, I might as well not live here.

Quinetic have a key fob, that’ll work.

 

TLC do a decent break beam unit, iirc these can have a hard wired unit at the house and a battery unit diagonally opposite, to save cable runs. 
 

You set that higher than foxes / dogs etc and low enough to catch heads and shoulders and the roof of the car.

That kind of thing, and you get a receiver to give you the feed to a relay to trigger the lights.

 

Good quality PIR’s can be made ‘directional’ by shuttering off sections of the viewing window. Trial and error there so some time needed to set that up.

You can get them now with Radar which can detect humans and reject other animals. I have built one for experimental purposes that works well enough considering the sensor cost under a tener.
