I have some windows fitted.  However, there may have been an oversight on our part where a couple were supposed to be obscure non-opening, due to overlooking issues.  I was wondering if anyone knows if it would be sufficient to just remove the handles in order to comply?

Opening restrictors should be sufficient, failing that removing the handles and covering fixing holes would be ok.

how is an overlooking issue a building regs requirement? sounds more like a planning requirement to me.

It is. BC won’t care about overlooking. They will care about distances of windows (unprotected areas) from a boundary.

My apologies, it is planning.  Will taking the handles off so they cant be opened suffice?

If it’s for planning who would or will enforce it? Or even check? Just keep them shut and your neighbours can’t complain
