Planning Permission needed to modify houseboat

It seems to hinge on whether or not the boat was on a residential mooring or not.

It doesn't look like the sort of houseboat that you could easily move or put on another mooring but more of a none moveable structure

It’s floating!!! And there are similar sized “boats” on that stretch. In fact the “Thekla” is far bigger

As someone with a skippers ticket that looks seaworthy and easily capable of being moved - the other one didn't and maybe because it appears to be an attachment to the land rather than a vessel is one reason they were noticed.
