Interesting story. The source seems respectable.

Andrew Tucker, water efficiency manager at Thames Water, the UK's largest water and sewerage company, says the problem is getting worse as bathrooms are done up.

True this. I’ve got one leaking at the moment. Seeing as it would cost £100+ for a plumber to fix it, I’ve let it leak.

It's not "dual flush" that is the problem, it's the modern release valves.  These often leak a trickle regardless of whether they are dual or single flush.

 

Lets all go back to syphonic flushes. They did not leak.
