Can somebody explain this planning spiel in layman terms?

Im going to be putting in for planning for a detached annex soon and looking on the plannning portal a local to me annex has been turned down with this statement. 

 

“The proposal would result in the provision of ancillary accommodation, which has no physical or functional relationship to the host dwellinghouse.

 

Anybody tell me what that means

An annex, is expected to share some functions with the main house, so perhaps limited kitchen or bathroom functions to the occupants use those in the main house.

 

The one near you turned down probably had all that is needed to live completely independant to the main house and the planners thought it was a separate dwelling in all but name.

 

What are you expecting from your annexe?

Translated: Your proposal is for a separate dwelling. But you describe that dwelling as an annexe. It isn't.

We had the same problem even though the plant room attached to annex fed the rest of property that was 10m over a driveway.  They said it could not be separate so we ended up knocking down a 200 year old heated garden wall to join the annex to the barn and then they were happy..... idiots.

The hope was a 50m2 self contained bungalow that inlaws can live in independently but with us on hand when needed. Architect is of the opinion that as long as it has shared electric supply etc all is good.

Surely a separate supply could be fitted later, without needing the planning committees approval?

Can planners insert ownership clauses?  e.g the annex may not be sold as a separate unit to the main house?

 

I ask because near us there was a small cottage on a very large plot.  the owner got permission for a new, very much larger house in the grounds in addition to the cottage.  There is a clause that the plot title cannot be split.  The present owner lives in the big house and lets the small cottage as a holiday let.

In pkc the planners apply a condition that it is used solely for ancillary purpose, can’t be rented out, air bnb etc or title split to be made into separate dwelling at a later date. All of which we are fine with. It’s for our parents now and then us when we’re decrepate an the kids have main house an hopefully look after us

Several plots that we have considered have had a annex within the planning consent With conditions that it can’t be sold separately from the house and only immediate family can occupy it Tricky to inforce 

Offering to write these conditions into your deeds may help you get what you want
