I never said it had to. The condition requests the submission of an assessment to be approved by the LPA. If the LPA do not have their own in house environmental or scientific officers, then the assessment will be sent out and reviewed by an external consultant. The assessment may well end up being a desktop exercise but by a specialist.

If you have a landscaping condition, deal with it then. Otherwise, Variation of Condition (Section 73) application can cover the changes. -

Why does the master Bedroom have the smallest (and even smaller than a standard) wardrobe? Re-locating the Bedroom door opposite the other Bedroom and having wardrobes running down the Landing wall would be better.

It would be on a case by case basis and the LPA would review the detail and implications or failing to comply with the condition. Not complying with materials (for example) may be seen to be less onerous than erecting further extensions following the withdrawal of Class A PD rights. -

The Building Regulation definition of commencement changed. The Planning definition of commencement has not changed. According to legislation, making a material start would be defined as any of the following material operations: - Any work of construction in the course of the erection of a building. - Any work of demolition of a building (where demolition is authorised by the planning permission). - The digging of a trench which is to contain the foundations, or part of the foundations, of a building. - The laying of any underground main or pipe to the foundations or part of the foundations of a building. - Any operation in the course of laying out or constructing a road or part of a road. - Any change in the use of any land which constitutes material development. To be material, an operation must be more than de minimis (i.e. more than negligible). -
It sounds like the OP is referring to a ground/geotechnical investigation of which a structural engineer cannot do.

If you seek Planning for a 1-bed dwelling, it’ll never be sold as a 2-bed even if you split the internals later. -
Providing it is designed and meets the Local Planning Authority’s policies, then it will be approved.

You would have carried out unauthorised works. What the LPA would do is down to them. -
Just because others may not have secured Planning, doesn’t mean they were exempt from doing so. Planning could be refused on highway safety grounds.
