You can do it either way. Depends on the order you are doing things. We did whole floor in tiles. It was easier at the time, no guessing where units ended up.

Wall to wall and then add units on top or tile to edge of units

Floor first Always Unless the kitchen is already installed

Floor first, but where the cabinets are going to be just do full tiles,no cuts to speed things up. 

If you are a kind soul leave some whole tiles under the plinth, then if someone (or you) want to reconfigure the kitchen you have made someone's life easier.
