For diy use, I wouldn’t have thought so.  as long as you keep away/be extra careful round 3rd parties and buildings where insurance may not pay out if they find out you don’t have a ticket.  I guess with telehandlers just be careful of ground conditions, weight carried and heights you need to reach. ( pallet of bricks to 1st floor etc).

We farm and have a loader. No official training and lorries never ask me about qualifications when I'm unloading deliveries. With farming you get to use equipment a lot so you do get good with the kit which may be harder if your only using the equipment occasionally

I had my own JCB 3CX and even taught myself how to drive it, yes common sense and erring on the side of caution needs to be applied. My mate was a health and safety officer (OTT) and when he came to my site was horrified with my approach. 
p.s. it was the best toy a person can have, I loved it

Loler cert is like an MOT for lifting equipment and often isn’t worth the paper it’s written on. Likewise training certs tick boxes but mean very little.

if you were employing or hiring out an operator then a training cert tick the box that you have ensured they have a basic knowledge and proficiency with the machine and loler cert says that the equipment is safe to use in the manner it was intended, and/or the requirements or recommendations for repairs in a given timeframe.

Probably said above 

 

NO You don’t need so much as a driving licence 
You can go and hire a 15meter tele handler without any training if it’s on your own property 

While on a construction site You can’t even use a Stihl saw without going on a day course
