Is an eaves support tray needed?

What happens to rain water when a section of eaves support tray is cut out?

The tray stops the membrane trailing in the gutter 

A small cut like that won’t effect it

Btw you don’t have a screw missing in that bracket, you either use the centre hole or the two outer, not all three.
