It should be solid dabbed along the skirting and up the angles 

no need to fill

Unless its airtight when I think it should be siliconed / mastic?

 

I sure someone will correct me. (I siliconed mine at the bottom)

But then wind/air can still get in under the floor and come out somewhere else, opposite skirting, under bath, behind door linings, downstairs through ceiling lights etc etc

Frankly I believe it’s speed and lack of knowledge on how to plaster “properly”. I will not have it in my house, I had mine cement rendered then finish plastered, not hollow sounding, airtight (subject to other precautions) and able to fix anything to.
