RandAbuild
This is an old water stopcock inspection chamber - not a meter housing It appears to be made of aluminium. The 2 slots suggests it needs to be unscrewed, but it won't budge without the right tool.
PeterW
Just check in the grooves that there aren't holes in the side of the groove. I'm sure they just pull straight up but can't be sure
ToughButterCup
Hammer, suitable block of softwood, to soften up the opposition, and a bit of prayer. Perhaps.
Declan52
Put a hose on it to clear the dirt that is between the lid and the case. Two wall ties down in the slots, twist so they go under the lid and pull up.
Redoctober
We have one of these covers for our water meter and were supplied with a special tool in which to open the cover. The best way I can describe it is as follows - A metal tool shaped like the letter "F" when looked at in profile. The arms of the "F" so to speak fit nicely into the slots and then you twist the cover off.
Redoctober
Further to my response above, it might be worth your while contacting the local Water Authority as we were supplied with one, free of charge when we moved into what was then, a new build.
