So this was constructed at the agreed location for our temporary consumer unit. However , the notes have this diagram with a ref to ESI standard. Will ours be acceptable?

Does the white GRP enclosure reside within? If so, I can't see a problem. I've seen much worse!

Yes.  Worst I saw was an old kitchen wall cabinet on a post with a bit of roofing felt tacked on the top and the DNO were happy.
