How to seal 54mm bt duct

I have some BT duct 54mm popping up out of the ground that I want to run two data cable from one building to another (not asking BT to do it at the moment).

 

How best to have 2 cables coming up out of it and to seal it properly?

Cant seem to see anything obvious that is designed for it.

I used spray foam, then a coat of CT1 adhesive/sealer

Sounds like a plan

Scrunch up newspaper, push down duct, mix up weak mortar mix and fill up.

 

or expanding foam and weak mortar mix.

I filled about 6" with expanding foam, but my duct was for power and the end was buried under a patio.
