I and my builder had never heard of it and we didn't have to do this for my current house. Seems like yet another piece of waste of time bureaucracy. That appears to be an English thing, asking for English plumbers, so point out to them that you are not in England so it does not apply to you. I searched their website for evidence of training and standards but cant see any mention. I can see that some standards are desirable and not all 'plumbers' are really plumbers. I didn't fill in the name of the plumbers as I don't know who they are yet and they came back and asked for them if we want to self certify the interior plumbing.
