I am sure it needs to be ventilated, needs access for inspection, and needs a CO alarm (at least in a recent new build I was tasked with installing a CO alarm in a flue void) Guy who installed it said to box it in and provide an access hatch. He will also supply Co2 alarm. I'm confused why would a flue pipe that's airtight where it bridges the roof etc. need "ventilation" ?. It's not a problem the hatch itself won't be airtight so is ventilation.

His argument is a 'flammable' thing could be placed next to it touching. But I agree the amount of 'heat' the actual flue gives off is nominal i.e. unlikely to cause a fire. I guess it's once again "interpretation" of the regs.
