AFAIK, there's no intrinsic reason why PV emissions shouldn't be zero, i.e., there's no part of the production process which requires fossil carbon. Not because the CO2/kWh has gone down. SAP is a cost index and is not affected by the emission rate, also it should be calculated using the version of SAP in force when you got PP.
