  4. Hi, We have full planing with a number of conditions. Before we start it states: No development (other than demolition and site clearance works) shall take place until the steps in Sections A and B below are undertaken: A: CHARACTERISATION: With specific consideration to human health, controlled waters and wider environmental factors, the following documents must be provided (as necessary) to characterise the site in terms of potential risk to sensitive receptors: • Preliminary Risk Assessment (PRA or Desk Study) • Generic Quantitative Risk Assessment (GQRA) informed by a Intrusive Site Investigation • Detailed Quantitative Risk Assessment (DQRA) • Remedial Options Appraisal Completing a PRA is the minimum requirement. DQRA should only to be submitted if GQRA findings require it. B: SUBMISSION OF A REMEDIATION & VERIFICATION STRATEGY: As determined by the findingsof Section A above, a remediation strategy (if required) and verification (validation) strategy shall submitted in writing to and agreed with the LPA. This strategy shall ensure the site is suitable for the intended use and mitigate risks to identified receptors. This strategy should be derived from a Remedial Options Appraisal and must detail the proposed remediation measures/objectives and how proposed remedial measures will be verified. The actions required in Sections A and B shall adhere to the following guidance: CLR11 (Environment Agency/DEFRA, 2004); BS10175 (British Standards Institution, 2011); C665 (CIRIA, 2007). Reason: To mitigate risks posed by land contamination to human health, controlled water and wider environmental receptors on the site (and in the vicinity) during development works and after completion. In accordance with: Policy QE6 of the Adopted Local Plan Core Strategy (July 2014); Paragraph 121 of the National Planning Policy Framework (March 2012), and Section 4 of the Environmental Protection Supplementary Planning Document (May 2013). Prior to any construction, demolition, exploratory, temporary or enabling works, a Construction Environmental Management Plan (CEMP) shall be submitted to and approve in writing by the Local Planning Authority. The Plan as approved shall be adhered to throughout the design, construction and demolition period. The CEMP shall review all works proposed on site and shall cover as a minimum the following areas on a phase by phase basis identifying appropriate mitigation measures as necessary: + Proposed locations of site compound and storage areas including staff and contractor parking; + Proposed delivery hours and supervision, scheduling, waiting and phasing; + Erection and maintenance of security hoarding including decorative displays; and + Highway cleaning and wheel washing facilities. So we need a PRA and a CEMP? Has anyone done this and are there any templates that anyone could share to get us started? Thanks, Rick

  6. Hi, We have full planning and we have been obtaining quotes for the build. We are looking at ICF and the plot is on a slope, with the lower area being flood zone 2. Two of the companies have asked why we did not go for a basement as the below would not be a problem. We did have an FRA as part of the planning app and it said : RECOMMENDATIONS This report assesses that the development is located in Flood Zone 2 and 3. Therefore, as the site has a high risk of flooding. A number of recommendations can be made which may lower the risk or consequence of flooding. The key recommendations of this report are: EXECUTIVE SUMMARY A raised threshold should be included within the design, consideration must be given to raise above 15.71m AOD to mitigate against residual risk e.g. surface water routing through the site and uncertainty with the EA modelled flood levels. Avoid the construction of basements due to the proximity of the river unless a suitable design has been met to passively exclude ground water, to the satisfaction of the EA. Sustainable Urban Drainage Systems (SUDs) should be considered for incorporation into the design where feasible and the final proposal should ensure no increase in surface water runoff. Due to risk residents and those responsible for the development should be encouraged to sign up to the EA’s FloodLine Service so they are made aware of river levels. How would we find out if this would be possible? Could we submit a Planning - Non material amendment for a basement? If it's rejected would we lose the full planning? Thank you,
  7. Hello All, ? Great to be part of this community! We had planning granted on a plot of land bought at auction, however, I did check it was part of the village inset before bidding. Planning went to the committee due to the parish council (ours do not deserve capital letters) interfering; however, I uncovered a series of direct links between them (all live on the web with pictures of them together with quotes, it was priceless!) and a councillor on the committee. They did not declare the bias first time and pushed for site visit pushing my planning back. I exposed them and resulted in 2 councillors leaving the room and the parish council (lowercase) being unable to object or speak about the application but them spoke on behalf of one of the objectors (who was an ex-counsellor also)?!, who caused it all in the first place. I had a planning consultant however I addressed the committee and we had full votes, the time before we only had 4. The council submitted the application for approval but it was all the underhand tactics that got it to the community, and who I exposed in the second committee meeting. I can strongly recommend this book (i might write one actually of this experience ?) 'How to Get Planning Permission' by Roy Speer & Michael Dade, that gave me some very good tips and I used them around the bias. I also had the pleasure of meeting Mike Dade at Build it live and having a free 15-minute consultation with him and also gave me some tips. The little person stood up for themselves and won! We do have a number of conditions to discharge so keen to know the process? Thank you! ?
