Are this asbestos fibres?

Maybe. Looks more like hemp or something coarser than asbestos. Unless you're planning on taking a grinder or belt sander to them, nothing to worry about either way

As @Conor says. look to big. much more like Hemp put into the casting to add strengh.

Yes it does look like chopped strand mat.
