Should vat be charged on Sap Epc and Air tightness test n Calcs?

Been charged Vat on the above and this is the response when queried:

 

"I have had this one many times before.  Checked with HMRC and they instructed me to charge VAT on all services and costs and then if it is reclaimable at the client end then this is how it ends up."

 

Right or Wrong or is there no Right or Wrong?

You can only reclaim for materials incorporated into the build. They're right to charge it and you can't reclaim it.

All professional services attract VAT, only possible exception are ground investigations that involve tools (so desk work and reports attract VAT, probes and excavation do not).

 

That said I was charged full VAT by my GI company and was unable to get them to refund any after the fact.
