Jamier
I am in the process of purchasing a dormer bungalow and wondered if I could remove the roof, add a 2nd storey and replace the roof (with rooms) under permitted development thus making a 2 storey house with loft conversion. I've look on the net but cant find anything that covers this particular scenario. Thanks in advance

Mr Punter
No you would need planning consent Here is the guidance: https://www.gov.uk/government/publications/permitted-development-rights-for-householders-technical-guidance/permitted-development-rights-for-householders-technical-guidance#class-b--additions-etc-to-the-roof

DevilDamo
As @Temp mentioned, that could be deemed as PD via the Prior Approval scheme.
