In structural terms, two thin layers will always deflect more than a single layer of equivalent thickness- unless you succesfully achieve a full bond between the two layers, which is not as easy as it sounds.

 

What is the spacing between the joists?

When i put down one of my floors i had concerns that one day i may well need to have access to a specific location,  so i built a removable hatch in the chipboard,  i then made some very carfull measurments and sketch before putting the final floor over the top. Should i ever need access i hope it will be a bit easier.....

When I FELL through the lounge floor (done in 5/8" chipboard by the previous owner) it was only the carpet that saved me! I felt like Tom Hanks in that scene from The Money Pit:

There's now more than one stainless steel door kick plate and bits of "proper" 18mm flooring chipboard in this floor. Seems a waste to do it properly as the whole floor is 100mm 'ish too high and even the concrete underneath has to come up!
