We have a few places where we need to get some cold bridges around windows dealt with and it looks to me like STYROFOAM™ will do it. It is XPS has a compressive strength of around 30T / m2,  a good U value at 0.033, is very workable, and is not expensive if brought as sheets. Any opinions / thoughts / experience anyone?

No PVC nearby - mostly it will be clamped between / under wood to provide thermal breaks. I have used gorilla glue on XPS in the past, works OK.

Not sure I can cut it as neatly, XPS will cut on the hot wire, given the volume the U factor is not an issue.

Insulation of windows with XPS boards is a common recommendation here. Especially the "box" above the window where the blinds roller work. These are direct connection to the outside in both cold and dirt ?

I did that myself a few weeks ago, most of my neighbours already did it (or paid someone to do it for them) with very good results. I'm extremely happy with my results, especially after also finding a cover for the blinds "strap".
