How much rust is safe on re bars

Hi

just had delivery of reinforcement bars and it looks quite rusty. I’ve read serface rust is fine as it helps concrete bond to it but what do you guys think of this. 
ive wire brushed 1 and to be fair it’s come off pretty well. 
is this safe to use as it is or do I need to wire brush the lot

That is completely normal in fact yours looks cleaner than most.  Could be a lot rustier without any issues.  It would be a complete waste of time to clean in any way.

That is just a little surface rust.
