25mm EPS vs 25mm PIR:

 

The approx thermal conductivity is .038W/mK for the EPS & .023W/mK for the PIR.

 

Is it really as simple as the PIR is nearly twice as good as the EPS at this thickness?

One way to look at is to say 38mm of EPS has the same insulating effect as 23mm of PIR, so not quite twice as good. The proportions hold for other thicknesses

Some people say that the thermal properties of PIR degrade over time but as I understand it the value quoted is the degraded value so actually PIR is slightly better than the quoted value when new.
