Move in Date for VAT reclaim and Does CIL Apply to Scotland

Hi

We have been living in our house now for 3 years and due to get our completion certificate shortly.  Been doing the VAT return and not sure what date to put down as the date we moved in and if it will effect the VAT amount I can reclaim

 

Also do you need a CIL exception for a build in Scotland?

I don't believe CIL applies anywhere in Scotland.  If it did, it would have been written into your planning permission and you should have got the exemption before you put a spade in the ground.
