can you please recommend what I could do to fix this mess? 
 

it was covered up by skirting board

 

its a harmony timber frame construction 

if that helps 

 

The vapour barrier is missing in this part but its in the rest of the wall

thats what I was thinking to use but I would like to prevent condensation hitting the wall plate and studs. Will this prevent that from happening? 
I can’t understand why someone would butcher the wall like this removing  vcl and insulation etc

Just fill it full of foam, cut it back, skirting board back on. That's what I'd be doing.

The sane mind would do that but. I’m an ocd maniac who worries about the trapped moisture in the sole plate I also have a very damp slab that’s taking ages to dry out.
