Have the regs for copper tails from a boiler changed recently for brand new installs changed?

friend thought it is now 1.5m not 1m

Think it's whatever your boiler installation manual says and or whatever the plastic pipe manufacturer says. Unless they say nothing.

This what Hep2O says

Just looked at my old boiler instructions and it makes no mention of special distances from the boiler for copper pipe with plastic pipe allowed. Original equipment manufacturer instructions will normally trump building regs

1m is plenty tbh, as the temp of the water won't change much at all whether it's out of the boiler connection/1m away/1.5m away etc. The biggest factor is what is written on the side of the pipe; (x)bar at (x)temp, and most modern boilers will shut off at 85oC. You can go into some installer-level settings and reduce this max temp to say 70oC, to reduce the issue quite significantly, but not with all boilers so choose well.
