So I need level access on this door....it's 4.5cm

Help , what can I do? This is 4.5cm high so not 1.5 or under. Builder told me I could use a metal ramp but now I found out that won't fly with building control.

Inside it's OK,  it's less than 1.5cm

Lightweight dpm and feathered screed upto it. Break out after sign off replace with preferred solution.
