Leaky boiler flue flashing

Does this flue flashing look right? all other examples I have seen it's much more integrated/tiled in, they are getting water dripping in through the felt

Here is mine, different sort of flue but you get the idea how it should be.

The top half of the flashing should be under the tiles, not over them.
