How about an internal door into another adjoining room that does have an escape window or door?

Unfortunately, not very well thought out. Why can’t you have or aren’t there any windows to the front?

Because planners say all windows have to be Velux on first floor and 1.7 from first floor also overall height of building not allowed to be higher than old coach house next door,  so has to be subservient to that . So there are some strict conditions . The two Velux’s at each end will supply light to en-suit as well as bedroom as the wall to the en-suite’s will not be full height. ( it’s been a challenge 😂) If there weren’t these restrictions we of course would have conventional windows etc

So you have overlooking issues on all elevations?

if you can’t provide escape windows, then you will need a protected corridor. If that can’t be achieved because of an open plan layout on the ground floor, you’re going to have to consider a sprinkler/mist system.

Those proposed escape windows will have to be guarded against falling out as they have a cill height of less than 800mm.  Very pertinant given that poor child that fell out of a 15th floor flat through an unsecure window. I can't see any panic hardware being suitable in that situation.
