Redesigning garden with a steep slope - what are my options? (pictures attached)

I agree that fighting the existing topology is an uphill battle (pun intended) and that you are much better keeping some of the elevated ground as a design feature, that will also save you money and hassle. If you were to flatten the whole thing, the high fences either side might make the garden look

like a prison yard.

Ah ok that explains why it looked more substantial.

 

In that case the retaining wall you need won't be too bad. If access is limited then look at reinforced concrete block systems. The blocks themselves are the formwork and otherwise are as robust as a reinforced concrete wall.

Motorway barriers with fencing attached, we have just done a small area to retain an old raised rockery area that was falling. Fencing to be secured onto it at later point.
