I am about to do my order for my garage door from habitable space as below, this needs to be a fire door FD30s

the main door is going to be this, with Intumescent Fire and Smoke Strips

i am not sure what threshold is need for a seal at the base as howdens are quoting this

is there any issue for regs with it opening out into the garage (this drawing was approved by BR), and what type of lock is needed in it?

If it's a fire door to protect the house from a fire in the garage, then any good quality lock is fine, however I would have it open with a key from the garage, and a thumb-turn from inside the house, so it can be a means of escape in a house fire.

Does this need to be airtight? @Russell griffiths has posted up some options from his findings when solving the same problem. Have a search on here, lots of discussions have been had!
