Is it someone that rents a home out to an unemployed person, or do they have to manage several homes.

If you provide Social Housing, you are a Provider. And so, must be competent as indicated  ( 21, 2, a) and b) .

 

In otherwords, be expert at it. And we know we've had enough of experts.

Someone in a management position at a council or housing association (and in England some private sector providers who are also registered as social landlords to enable them to get development subsidy).
