Downstairs toilet

I had an architect plan the layout of my self-build house, but I want to change it before fitting out the interior. There has to be a downstairs toilet, but can someone link me to the regulations for it, in England, please?

However I did hang mine into the room but the BCO said the room was so big it was ok as anyone collapsing off the loo would not be in front of the door (and he added “you will only change it back again after I leave if I make you change it!!!”)
