Not everyone getting fast VAT refunds

Interesting to read that they will be getting a partial payment while issues with some invoices need addressing. I though it was an "all or nothing" system. If you had one issue, then the whole lot was rejected?

I seem to remember that during first lockdown some people got a 75% first payment, and then did the assessment, cannot find the thread though.
